The Charter

The Charter is basically a big long list of rights and freedoms we have as Canadian citizens. It also includes the collective rights.

The difference between the Charter and the Bill of Rights (look at Historical Documents for more info) is that the Bill is just a law and the Charter is entrenched which means that it is harder to change. With a law you just need a small group of people from the government to agree but with something that is entrenched you need everyone that is in the government in all of Canada to agree.
